What You Can't Throw Away in Oregon

Oregon law prohibits a long list of items from landfill and standard household garbage. If you've ever been turned away at the Marion County transfer station, this is why.

Oregon's disposal laws are among the strictest in the country, which is generally a good thing for the environment and a frustrating thing the first time you try to throw away a TV. Most homeowners discover the rules only when they hit a roadblock — a hauler that won't take a refrigerator without a recovery surcharge, a transfer station attendant who turns away a CRT television, a junk truck that quotes a 'hazmat fee' that nobody explains.

Here's the practical guide to what can't go in your household trash or the standard transfer station drop in Oregon — and what to do with each instead.

Electronics — TVs, computers, monitors, printers. The Oregon E-Cycles program (administered by DEQ) prohibits 'covered electronic devices' from landfill. That means CRT and flat-panel TVs, computer monitors, desktops, laptops, printers, and a long list of related devices. They have to go through certified E-Cycles processors. Refrigerators, freezers, AC units, dehumidifiers. Federal EPA Section 608 regulations require recovery of refrigerants (CFCs, HFCs) before disposal. Most appliance recyclers add a recovery surcharge if you bring an uncharged unit. We bake recovery into our appliance pricing — you don't pay separate hazmat fees with us.

Hazardous chemicals. Motor oil, antifreeze, paint thinners, solvents, pesticides, herbicides, pool chemicals, and household cleaning products in concentrated form are all hazmat under Oregon rules. The Marion County Environmental Center accepts these from residents free of charge — that's the cheapest and easiest route. We can't legally truck hazmat ourselves.

Latex and oil-based paint. Latex paint can be dried out (mix in sand or kitty litter, let it harden, throw the can away with the lid off) and disposed in regular trash. Oil-based paint is hazmat. Better option: Oregon's PaintCare program runs free paint take-back sites across the state, including locations in Salem. Bring up to 5 gallons per visit. Tires. Oregon prohibits tires from regular landfill disposal. They have to go through tire recycling. Most tire shops will accept old tires for a fee ($3-5 per tire is typical). Some haulers can route tires through partner facilities — call us if you have a small volume.

Asbestos and lead-painted materials (above thresholds). These require certified abatement contractors, full stop. No legitimate hauler will take friable asbestos or significant lead-paint material without proper credentials. If you're remodeling a home built before 1978 and you're cutting into walls or ceilings, get a quick test before you start.

Medical waste — sharps, prescriptions, biohazard. Sharps go in sharps containers and to pharmacy take-back. Unused prescriptions go to DEA take-back days or pharmacy drop boxes (most Salem-area pharmacies have them). Biohazard is its own specialty channel.

Compact fluorescent bulbs, fluorescent tubes, batteries. Mercury in fluorescents makes them hazmat. Most home improvement stores (Lowe's, Home Depot) take them back free. Lead-acid car batteries: any auto parts store will take them — you'll often get a small credit. Lithium-ion: take to retailers participating in Call2Recycle.

The free option for most of this: the Marion County Environmental Center. It's at 3250 Deer Park Dr SE in Salem. They accept household hazardous waste from county residents free of charge, by appointment. If you've got a garage full of paint cans, old chemicals, and miscellaneous unknowns, that's your destination.
